Mission and history
The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate.Through the provision of financing and technical expertise for projects with a high social impact in its member states, it actively promotes social cohesion and strengthens social integration in Europe.
The CEB represents a major instrument of the policy of solidarity in Europe. It participates in financing social projects, responds to emergency situations and contributes to improving the living conditions of the most disadvantaged population groups.
The CEB contributes to the implementation of socially oriented investment projects through three sectoral lines of action, namely:
- Sustainable and inclusive growth
- Integration of refugees, displaced persons and migrants
- Climate action: developing adaptation and mitigation measures
The CEB carries out its mission within the strategic framework of a formal “Development Plan” that describes the logic underpinning its action and sets forth guidelines for the activity in the medium term in relation to the operational context within which the Bank operates. The current Development Plan covers the period 2017-2019.
Internal values of the Bank
In 2014, with senior management’s support, the initiative brought together a dedicated group of volunteers to establish a system of common values. The internal values identified were: commitment, cooperation, creativity, transparency and professionalism. A sound understanding of these values will enable staff to work better together as well as enhance professional behaviour and staff cohesion.
Who can become a member of the Bank’s staff?
Only nationals of the Bank’s member states may send in an application. Nationals of countries that have joined since 1994 are particularly encouraged to apply.
Candidates must have a perfect command of one of the two official languages, French and English, and have a very good working knowledge of the other. Knowledge of one or several other European languages is a particular asset.
Within the framework of its rules on equal opportunities, the CEB aims to ensure fair representation of women and men among its staff, per category and per grade. In accordance with these rules, in case of equal merit, preference shall be given to the candidate of the under-represented sex (at the time the Selection Committee makes it recommendation).
What type of candidate profile does the CEB look for?
The main areas of expertise in which the CEB seeks to recruit include preparation and monitoring of loan projects; technical advice (sustainable development, education, housing, etc.) and procurement; treasury and funding; economy, but the CEB also recruits in the fields of human resources, auditing, IT, etc.
The Council of Europe Development Bank is looking for young graduates to participate in the CEB’s Internship Programme 2019.
The CEB is looking to recruit a number of interns in Paris to help contribute towards improving people’s lives, by promoting social integration in Europe.
The Interns will benefit from working in a multi-cultural and multi-lingual environment while carrying out a work assignment related to international investment and development banking, giving interns a general overview of the CEB’s objectives and activities.
